“Hedging Against Utility Rate Fluctuations with a Solar PPA” (June 2008)

Analyzing electricity tariff data from California since 1970 and employing advanced statistical analysis, this report gauges the potential for future rate increases and then compares the cost of utility electricity in the future with the fixed cost of a solar PPA. Results show that a solar PPA offers strong protection against probable electric utility rate increases caused by rising utility fuel and construction costs and environmental regulation associated with global climate change.
